Environmental & Permits Manager
The Role
The Environmental & Permits Manager will lead the development and execution of environmental strategies and oversee all permitting activities for the project. This role is critical in ensuring full compliance with regulatory requirements and internal standards across all phases of construction.
Key Responsibilities
Environmental Management
  • Develop and implement environmental strategies, policies, and procedures in compliance with federal, provincial, and municipal regulations
  • Lead environmental impact assessments and define mitigation measures for construction activities
  • Act as the primary on-site contact for environmental issues raised by internal and external stakeholders
  • Monitor compliance with environmental permits, including air, water, and noise controls
  • Manage the environmental budget and conduct environmental audits
  • Coordinate with regulators, consultants, community groups, and project stakeholders
  • Provide environmental training and guidance to project teams and contractors
  • Oversee emergency response planning for environmental incidents
  • Drive sustainability initiatives (energy efficiency, green procurement, biodiversity, carbon reduction)
Permits Management
  • Manage all construction-related permits and authorizations
  • Coordinate with engineering, construction, and environmental teams to prepare permit submissions
  • Ensure alignment between permitted activities and construction execution
  • Maintain an up-to-date permits register and support audits and inspections
Profile & Qualifications
  • Bachelor’s or advanced degree in environmental planning, environmental assessment, geography, or a related discipline
  • 10–15 years of experience in a senior environmental role on complex infrastructure projects
  • Strong knowledge of environmental management systems and ISO 14001
  • Solid understanding of HSE and work permit procedures
  • Experience in tunneling or underground works
  • Exposure to high-risk environments (nuclear, offshore, or similar)
  • Strong leadership, communication, and stakeholder management skills
  • Highly detail-oriented with a proactive problem-solving mindset
