The Project
The Registries Modernization team is delivering modern, human-centred, and sustainable digital services for Albertans. For Motor Vehicles, this includes a full replacement of legacy applications with an established codebase that will become the foundation of the new system. The work focuses on better citizen experiences, strong privacy/security practices, and measurable operational efficiency.

The Role
We’re hiring two Business Consultants to lead requirements discovery, process analysis, and solution definition across Motor Vehicles capabilities. You’ll partner with program, product, security/privacy, and delivery teams to translate business needs into clear functional requirements and support change management and training for successful adoption.

What you’ll do
  • Facilitate discovery: Run requirements workshops and process walkthroughs; capture current-state pain points and define future-state processes.
  • Produce artifacts: Draft/update user stories, personas, journey maps, use cases, flow diagrams, and interactive mockups as needed.
  • Document requirements: Develop detailed business and functional specification documents; validate with SMEs.
  • Support governance: Liaise with security/privacy to complete Threat Risk Assessments (TRA) and Privacy Impact Assessments (PIA).
  • Change & training: Prepare non-technical system documentation; support policy/procedural manual recommendations and training plans.
  • Delivery support: Assist with project planning, scheduling, and status reporting; contribute to backlog refinement and continuous improvement post-go-live.
  • Agile collaboration: Participate in Scrum ceremonies; coordinate with Release/Program/Project Managers across teams.
What you bring
  • 7–10+ years in business analysis/consulting within IT or public-sector modernization.
  • Hands-on experience with Agile/Hybrid delivery (Scrum) and managing user stories/backlogs (e.g., Jira).
  • Strong skills in process mapping, gap analysis, and service design (personas/journey mapping).
  • Proven ability to translate complex legislation/policies/standards into practical requirements.
  • Excellent facilitation, stakeholder management, and clear written documentation (BRD/FRD/use cases).
  • Comfort creating flow diagrams and mockups (tools such as Confluence, Figma/Balsamiq are assets).
  • Work authorization in Canada; able to attend onsite sessions in Edmonton with notice.
Security & Compliance
  • Criminal Record Check required prior to start.
  • Completion of mandatory training (e.g., FOIP, Security Awareness).
Contract & Hours
  • Hours/week: ~36.25 (7.25/day); standard business hours (08:15–16:30).
  • Timesheets: Monthly (Standard).
  • Term: Estimated 1,805.25 hours.
  • Work model: Hybrid — primarily remote within Canada; onsite meetings at 9888 Jasper Ave, Edmonton on reasonable notice.
